Nacido en Madrid, es Ingeniero Superior de Telecomunicaciones; cursó sus estudios en la Universidad Politécnica de Madrid y el postgrado de Experto en Colaboración Internacional por la misma Universidad.

Con más de 26 años de experiencia en el Grupo Telefónica, ingresó en la empresa en el año 1981 ocupando diversos puestos de responsabilidad en las áreas de Sistemas de Radio y Proyectos e Instalaciones de Redes para Móviles. En el año 1993 fue nombrado Subdirector de Departamento de Sistemas de Acceso Celular.

En junio de 1994 se desplazó a Telefónica del Perú como Asesor de la Gerencia General, con especialización en Telefonía Celular. En diciembre del mismo año, fue nombrado Vicepresidente de Servicio al Cliente, ocupando posteriormente los cargos de Vicepresidente de Servicios a Empresas y Gerente General Adjunto.

Durante ese período fue miembro de los Directorios de Telefónica del Perú, Osiptel (Organismo Regulador), Telefónica Multimedia, Telefónica Sistemas, Telefónica Servicios Internet, Telefónica Servicios Financieros, IPAE (Instituto Peruano de Administración de Empresas) y Cámara de Comercio de España en Lima.

En Octubre de 1997 se incorporó a Telefónica de Argentina como Director del Área Corporativa de Administración y Recursos. Durante ese período participó en los Directorios de Tyssa, Fundación de Telefónica de Argentina, Aki y Satlink, Cablevisión y Telinver.

En agosto de 1998 retornó a Telefónica del Perú como Director Gerente General. Fue miembro de los directorios de Telefónica del Perú, Telefónica Multimedia, Telefónica Móviles, Fundación Telefónica del Perú, Atento Perú y Telefónica Servicios Digitales, entre otros.

El 22 de enero de 2003 regresó a España para ocupar el cargo de Director General de Desarrollo Corporativo de Telefónica Internacional, puesto que ostentará hasta septiembre de 2005, cuando fue nombrado Consejero Delegado de Telefónica International Wholesale Services, cargo que desempeña en la actualidad.


Michael Wheeler

Mr. Wheeler brings more than 15 years of sales management and operational experience in the Internet/data communications industry to NTT America. In July 2009, Mr. Wheeler was appointed to the position of vice president, NTT Communications Global IP Network (GIN) Business Unit. In this role, Mr. Wheeler is responsible for all financial, engineering, operational and customer relationship activities for the business unit. Prior to his current role, Mr. Wheeler led the sales and business development organization for the Global IP Network Business Unit of NTT America, and has been with NTT for more than 10 years.


Francesco Armato

Born in Rome, Italy, on 25 August 1957.

Since 2002 Mr. Armato is Senior Vice President in charge of the operation of TI Sparkle in South America with direct responsibility over the regional offices as well as developing business with the International Carriers and Customers in terms of Voice and IP & Data Services.

In 2006 he become CEO of LAN Latin American Nautilus Group with the aim of reorganizing the Company, reducing indebtedness and improving operating results through the integration with TI Sparkle's Organization.

He began his career in 1979 as Assistant to the President of 1P Resine S.p.a. (Permaflex Group)

Between 1981 and 1989 he worked as Country Manager at Italtrade S.p.A., based in Beijing, in charge of sales and business developing in the People's Republic of China

In 1990 Mr. Armato joined the International Division of Telecom Italia Group.

At Telecom Italia, where Mr.Armato began his telecommunications career, he rose through the ranks holding various positions.

In 1997 he served as Country Manager in New York for Tele Media International, the unit that provided customized services to the company's largest MNC.

From 1998 to 2001 he was Director for Carrier Services for North America and Asia Pacific and later for the Americas.


Joseph R. Ettore, Jr.

Mr. Ettore manages sales and carrier relations in the Caribbean, Latin America, and Canada region, in addition to sales of international voice services to U.S.-based wholesale carriers. Mr. Ettore has over 20 years of experience in International Operations, Sales, Business and Consumer Marketing, and Joint Ventures. He has traveled extensively around the world building strong relationships with AT&T’s key carrier partners in various carrier relations roles.

Mr. Ettore holds a Bachelor of Economics from Boston College, and a Masters of Business Administration in Finance from Fairleigh Dickinson University. He currently lives in New Jersey with his wife and two children.


Arturo Danesi

With more than 25 years of experience in international telecoms and a deep knowledge of domestic retail and international wholesale markets, Arturo Danesi joined Telecom Italia Sparkle as Senior Vice President of Wholesale Services. He oversees IP/Data and mobile product development, voice routing fabric and billing for all the company's lines of business.

Mr. Danesi began his career with an initial technology and (switching and transport) infrastructure development stage at Marconi Communications. He then joined Bell Atlantic International as Business Development Director, where he worked on the liberalization process in Europe for both mobile and fixed businesses.

Mr. Danesi also launched the first alternative fixed domestic operations in Italy as Marketing and International Wholesale Senior Vice President.


Luiz Francisco T. Perrone

Mr. Perrone has served as Oi’s International Affairs Officer since January 2009. Born in São Paulo, he holds a bachelor’s degree in Electronic Engineering from the Aeronautical Technology Institute (ITA) in São José dos Campos, São Paulo and has concluded extension courses in France, Netherlands and United States. He launched his career at Telefunken do Brasil and Rhode und Schwarz (Munich, Germany). He worked at the National Telecommunications Department and at Embratel, where he held several management positions, serving as Chief Services Officer and Vice-CEO from 1995 to 1997. He held executive positions at Intelsat in Washington, USA from 1984 to 1995. He was Vice-President of Anatel in Brasília from 1997 to 2001 and CEO of Hispamar Satélites (Rio de Janeiro) from 2002 to 2005. He was Strategic Planning and Regulatory Affairs Vice-President at Brasil Telecom from 2005 to 2008. He was head of the Brazilian delegation at several international conferences organized by Intelsat, Inmarsat, the United Nations, ITU and Citel. He also served on the boards of the trade associations Abrasat, Telebrasil and Abrafix


Vanesa Matamoros

Vanesa Matamoros has more than 15 years of professional experience in the telecommunications industry. She joined Arbinet in early 2009 as the Vice President Sales and Trading – Latin America. Vanesa leads a team focused on strengthening relationships with existing voice customers and suppliers, forming new partnerships with carriers and service providers in key markets and implementing creative and aggressive development strategies. Prior to Arbinet, Vanesa spent over three years as President of Vamtelco Inc., an independent consulting company, working with retail and wholesale telecom carriers across Latin America, and seven years with iBasis creating and managing the business development for successful market entry strategies into Latin America, as well as utilizing her engineering background to oversee the deployment of VoIP equipment in many countries. Vanesa holds a BS in Computer Science from Universidad Central de Venezuela, and a Masters Degree in Management from Harvard University in Cambridge MA.
